Program Overview

The Phoenix Program is a top secret interagency organization that provides support, infrastructure and logistical resources for conducting combat operations on a global scale. The program is indirectly funded by NATO and supplies the Host Clone Operators (HCOs) needed for the Combat Intelligence Operators (CIOs) to deploy within combat zones.

The CIOs are organized under the Joint Combat Continuity Division of the Phoenix Program which is comprised of civilians from national intelligence agencies worldwide. The CIOs are recruited by their home country's intelligence agency and selected for the Joint Combat Continuity Division which trains the CIOs in a variety of Combat environments.

The Combat Intelligence Operators are responsible for providing real-time remote combat intelligence to the Host Clone Operators in the field. The remote link between the HCOs and the CIOs is accomplished through the system developed by the DARPA project codenamed: Eternal Warrior. This system is centered around an advanced neural interface device which builds a bidirectional communication channel between a subject’s nervous system and a man-made device. The interface consists of three key modules a tissue interface, a electronic sensing interface, and a neural signal processing unit (1).

The HCOs remain on standby at JCCD facilities worldwide and are activated upon system connection by the CIO. At this point the primary HCO is prompted to gear-up with the chosen kit and stand ready for deployment.

Program Background

The program produces about 300 Host Clone Operators (HCOs) a year on average depending on attrition rates and demand from the Joint Combat Continuity Division where they are deployed at the disposal of the Combat Intelligence Operators. The cloned humans are created in a Scottish lab from the tissue of the most combat proficient operators the world has to offer. Once a surrogate is scheduled, the early-stage embryo is implanted into the womb of the adult female through a local clinic. The host clones are then sent to family facilities around the world in NATO countries to be raised. At the age of 8 these clones are sent to be trained in Phoenix Program facilities for a unified junior military training program designed around basic military training. After completing a six month junior military training course, the host clones are sent to surgical centers in the United States to have an advanced neural interface device implemented at the base of their skull.

This neural interface was developed by DARPA as part of the Eternal Warrior project which created a system capable of extending electrochemical signals of the peripheral nervous system to remote computer systems for monitoring, action input and friendly forces identification. The system process begins by capturing electrochemical signals of sensory receptors from the ears and eyes within the nervous system and the microcontroller unit of the device converts the sensory input into digital electronic signals. The signal is then encrypted and transmitted through secured global network infrastructure to the destination computer. The sensory input data is combined with satellite imagery of the A.O. and system software to create a user interface complete with audio & video from the perspective of the HCO, a real-time mini-map, inventory system and a friend or foe indication system. The ammunition counter works by utilizing video recognition AI services to identify the gun being used along with the magazine type which dictates the max ammo amount and the audio feed registers gun shots with the software program to subtract one for each shot. Host Clone action control is achieved with a peripheral neural interface which intercepts the electrical impulses sent from the brain to the muscles through the nervous system and replaces them with signals sent from the Combat Intelligence Operators (CIOs) which are then converted to influence the action potentials of the motor cortex and sent on through the nervous system to execute the actions. In many test cases the HCO has described the experience as "being in the zone" and with the adrenaline and chaos of war "the training just takes over and you just know what to do".

After the recovery, rehabilitation and testing phase the host clones are sent on to pre-special forces selection training for their respective military training programs. This is done to ensure the host clones get selected and complete the grueling special forces training courses. Once the host clones turn 18 years old, the necessary legal documents are created by the respective intelligence agency through the Joint Combat Continuity Division of the program. They are then sent to the country of origin for their combat operator for official military and special forces training. Upon graduation the Host Clone Operators (HCOs) are requested by the intelligence agency of that government for combat missions and they are integrated into the Joint Combat Continuity Division of the Phoenix Program. The HCOs are then housed in a forward deployment barracks and can be on target very quickly as a full plan or briefing is not necessary, they are simply given orders to move to a specific point near the area of operation and await further instructions. This is the connection point with the Combat Intelligence Operator who will take over control guiding the HCO through the mission. When an HCO is killed in action, another HCO is dropped into the A.O. usually close to where the original HCO was killed.

The main advantages of this novel method of conducting special operations is to preserve field intelligence and mitigate the risk of complete asset loss on the battlefield as well as preserve tactical capabilities. Furthermore these methods eliminate adverse reactions to war and enhance combat experience, reducing the risk of firefight issues due to lack of combat experience. This method also allows for minimal briefings and preparation so the operator teams can be deployed more rapidly.
